The Ministry of Trade, Industry and Energy announced on the 19th that it will enact national standards for autonomous vehicles, organizing the terminology and concepts of self-driving cars and defining criteria for classifying autonomous driving levels, which will be announced on the 25th.

The newly established national standards for autonomous driving will classify levels from 0 to 5 based on international standards, depending on the vehicle user and the automated driving system.

Levels 1 (Driver Assistance) and Level 2 (Partial Driving Automation) will be grouped as driver assistance levels. Levels 3 (Conditional Driving Automation), Level 4 (High Driving Automation), and Level 5 (Full Driving Automation) will be classified under autonomous driving levels.

When changing lanes, Level 2 requires the driver to keep their hands and feet off the controls but must maintain visual attention ahead. Level 3 allows the driver to look away, but if the system requests driver intervention, the driver must respond immediately. Level 4 can handle emergency situations and other interventions autonomously without driver input, while Level 5 can handle driving under all road conditions and environments by itself.

Furthermore, the National Standards Agency recommends defining terms related to autonomous driving, such as driving automation and driver assistance, while advising against using terms that may create confusion regarding autonomous driving features, such as “autonomous” and “unmanned.”
