“The current electric vehicle certification system is largely based on internal combustion engine vehicle certification, which indicates plenty of room for improvement,” emphasized Kim Hong-joong, Chairman of the Passenger Vehicle Committee at the European Chamber of Commerce in Korea (ECCK).

On the 28th, ECCK held a press conference to commemorate the release of its 2022 Regulatory Environment White Paper at the Press Center in Gwanghwamun, Seoul. This year’s white paper includes recommendations from 96 different industries. Representatives from various sectors such as automotive, food, and environment attended the conference. Notably, Kim Hong-joong, the Chairman of the Passenger Vehicle Committee and Executive Director of External Affairs at Mercedes-Benz Korea, pointed out the lax vehicle certification system in Korea.

Chairman Kim stated, “The domestic electric vehicle certification system lacks clarity as it is based on internal combustion engine standards. It remains unclear what information should be provided regarding electric vehicle certification, and requests for additional information often delay the approval process.”

He continued, “A minimum preparation period is necessary to achieve the goal of increasing the adoption of zero-emission vehicles.” ECCK member brands requested the government for a sales plan for low-emission vehicles spanning from 2023 to 2025 by early this year, but received no response. As a result, ECCK members are unaware of how many low-emission vehicles they will be able to sell next year. Moreover, Chairman Kim urged government improvements, stating, “To establish product lines in global factories, regulations must be published at least two years in advance.”

Additionally, Chairman Kim called for improvements to the certification system for internal combustion engine vehicles. He stated, “Import vehicle fuel efficiency results must be reported to the Energy Agency according to a consolidated announcement, and confirmation documents need to be received. However, there are no regulations outlining how quickly these confirmation documents should be obtained, leading to delays in product launches.”
